In Windows Server, need to install with “Run as Administrator" even in admin account to enable booter process

In windows 11, when login with admin account to do the installation, booter process is enabled -- i.e. access to windows login-screen without user login

in Windows Server 2019, when login with admin account to do the installation, the booter process is not enabled. need to right click the setup file and use "run as administrator" to have booter process properly function. might be restriction in Server OS, then a warning msg could be useful.

This is more tricky than it looks. On Windows Server 2025 there is a similar problem.

We will add a popup message when something goes wrong after enabling "Start with Windows" ( which also starts the booter service).

This might be useful as sometimes (very rarely and for unknown reasons) even in standard situations the booter service does not start after enabling it. But if you try again (disable/enable "Start with Windows") it starts... This message will instruct to either try again for normal OS or to install with forced admin rights (UAC) for Windows Server.
